Mark,
    I have seen this before and it was when the clearcase_albd account was
not mapped to the VOB admin account on UNIX. This means that periodically
when a view tries to select a version that is not in the ClearText pool and
has to be constructed, the clearcase_albd account does not have the required
rights to perform this operation. Let me know if this helps,
