Don't want to get into a contest here about where patches should be
installed. It has been my experience that installing patches (i.e., the
patch files that are downloaded from Rational's web site) should only be
done in the release area. The upgrade of a client installation to a more
recent set of patches is done by running the Install Shield setup.exe in the
release area on the workstation where the client needs to exist. There are
a couple of ways to find out what patch level an installation has. The most
reliable is "cleartool -ver" or "cleartool -verall". If this does not list
any patches then the installation on your workstation or server does not
have patches installed. To find out what patches have been installed in a
release area you can do an install somewhere from the release area and then
use the above version command(s). That's a bit of overkill, since you can
also look in the release area for files of the form
"cc_p<cc_version>.NT-<patch_number>.txt". Each patch that is applied to the
release area has this file created as a result of its application. These
are the "readme" files for the patch.

Sounds like you installed the patch in a release area or on a server.
NT patches need to be installed on each machine.
Unless there is a mount option as there is with UNIX.
