We often experiance WinNT CC's "Find check outs" GUI tool does not allow you
to uncheck out,
with that very same error message "Not permitted on history elements"
But the Cleartool command line does.... go figure!
do as Ken suggests...
lsco -me -all
unco "blah.blah.blah.cpp@@/main/whatever/24"

First do a 'ct update', then do 'ct unco' for the checkouts; retrieve
suitable names for that by using 'ct lsco -all -cview -s' or similar. That
should do it.
