this could be one of the many "case insensitive except for special cases" NT problems.
basically the explorer changes upcase/lowcase for some files, giving any application using the explorer
a case-wrong filename.
clearcase on the other hand is case sensitive and will fail (sometimes) when given a case wrong filename.

example:
snapshot view, file MYPROJECT.DSP
if you double click on it the developer studio will get
Myproject.dsp
and also write files with that case.
These will become view private files on snapshot views, eclipsing the real file.

fix:
get the power toys from microsoft.
install tweakui
use tweakui to turn off this feature on the explorer tab.
(if someone knows the registry key doing this it would be great - didn't run a regdiff yet.
