There are a number of books that cover how Make works, including a
pretty good one from O'Reilly and Associates. Some colleges and
university extensions offer courses that cover Make and other build
tools. But be forewarned that none of them cover ClearMake specifically;
for that you must go to Rational or one of their training partners.
