We don't, clearcase kind of freezes the versions of verything during the
duration of a clearmake run anyhow (this leads to some interesting things
like you can't mkelem things inside a clearmake file).

Cleartool exists on NT. The bin and etc directories in the
distribution look much as they do on UNIX. You can even get a
KSH for NT free off the Microsoft website (it's a subset of the MKS
distribution).
