[cciug] Slower checkins

We have a ClearCase site where we use DiskAccess. Recently Developers
reported slower (30-40 minutes sometimes)

Will the following help :

1 . Changing the license server to NT machine.
2. Increasing the Cache size used by DiskAccess ( HOW ?)
3. Increasing MVFS performance scaling factor.

Any help !
