Once a community is designated as solely for your organization, it can never be changed to allow people from outside your organization.
 Techno-Intruders are those who are basically interested in accessing the restricted information available at different nodes. Such people either use hacking or cracking methods or make such a change in the technology of exchange of information that the information at every node doesn't remain any more private.
There is a great need of such people in India because many countries including China are planning for cyber attack on india and such an attack is much more disastrous than general wars. thats why India needs people who can effciently become intruder(in legal sense) and perform their desired task without leaving any mark of performing the secret task.
