This is a community for  the Smart Business Development and Test on the IBM Cloud. This hosted IBM cloud is designed to streamline and accelerate your development and test processes by leveraging Cloud technologies.  You can interact with it in your browser, or connect to it via a number of Rational Tools.  Watch an introductory video or just go there

Starting October 1st, the system is open on the first-come first-served basis in over 100 countries. New feature include: an expanded menu of images,  root access to virtual machines, an ability to save and provision custom images, IP address reservation system, persistent storage, REST and Java API, as well as an improved user experience.
