Description:: cio: /proc/chpids shows wrong CHPID status.
Symptom:: After setting a chpid logically offline, /proc/chpids shows the chpid as 'n/a' and not as 'logically offline'.
Problem:: Set bits in incorrect chpid status array.
Solution:: Use the correct status array to track logical chpid status.
