Integrate TSRM with SAP Solution Manager

Hi everyone,
does anyone know how to integrate TSRM and SAP SolMan so that tickets created in one tool are replicated/processed on both tools?
Looking on IBM's site I've found something about a consulting service that, as I understand, creates that linking. I've also found a SAP WebService API. Are those tools related? Does anyone have documentation/links to that API?

I've read the pdf from that link and what it explains is exactly what we need to do but it doesn't give any guidance on how to actually implement it.
Is there any manual or implementation guide to do that? Or may be I'm missing something?
