One of my Customer has TXSeries 5.1 and their developments related to the External Access Protocols (ECI & EPI) are written in Cobol. Does the Customer need to migrate them to C if they move to TXSeries 7.1 ?

No, the ECI/EPI client applications written in COBOL can remain same when running with TXSeries 7.1.
One information though, TXSeries 5.1 supplied its own RPC based ECI/EPI library. So If the customer is using these libraries to link with their ECI/EPI based client application then they need to switch to (re-compile the client application with) CICS Universal Client (or CICS Transaction Gateway) in TXSeries V7.1.
If they are already using CICS Universal Client or CICS Transaction Gateway to deploy their COBOL ECI/EPI client applications in TXSeries V5.1, then no worries.
