WebSphere Application Server Community Edition v2.1.1.3 is now available. It provides the following new features and enhancements:
1) Based on Geronimo 2.1.4 and Tomcat 6.0.20
WASCE 2.1.1.3 is based on Apache Geronimo 2.1.4 and Apache Tomcat 6.0.20 which includes important fixes over Tomcat 6.0.18. All users are advised to upgrade to this new version of WASCE. Other than update of Apache Tomcat, WASCE 2.1.1.3 includes important patches for Geronimo 2.1.4.
2) Java SDK upgraded
The supported Java SDK 5 for WASCE 2.1.1.3 has been upgraded to IBM SDK 5 SR10, and the supported Java SDK 6 upgraded to IBM SDK 6 SR5.
3) Installer and runtime support for Fedora 11 and Ubuntu 9.04 LTS
WASCE 2.1.1.3 now supports the latest Fedora 11 and Ubuntu 9.04 LTS as recommended platforms.
4) Usability improvement
WASCE 2.1.1.3 now supports to run WASCE as a Unix/Linux daemon.
5) Development environment
WASCE Eclipse Plugin (WEP) for 2.1.1.3 now supports Eclipse Galileo, which is also known as Eclipse 3.5.
6) New versions of supported DBMS
WASCE 2.1.1.3 now provides support for DB2 Express-C 9.7 as new recommended database management system (DBMS).

(Note: There is no dedicated server plug-ins for WAS CE v2.1.1.3. Testing makes sure that plug-ins v2.1.1.2 is compatable with WAS CE server v2.1.1.3.)
Looks like another program is using Port 1050. You need to either:
1) stop the program that is using port 1050
or edit var/config/config-substitutions.properties and
2) set COSNamingPort= to a free port address
3) set PortOffset= to cause all port addresses to incremented by the given amount
