#lpq -P test1
qstatus: (WARNING): Invalid printer name: test1

Problem solved!!!

lp an lpstat in my case was from aix not from CUPS.

With #/usr/local/bin/lpstat -ptest1 and #/usr/local/bin/lp -d test1 file everything works fine.
