Hi,

How can I create a new Data Source from the Administration-Data window, when the data base (say, DB2) is residing in a remote machine as opposed to having the database on the same machine where CognosExpress is installed?

The document 'Managing IBM Cognos Express' guide that comes with the product provides the details for adding datasources including DB2 (this includes databases on remote servers). You will require the DB2 Connect Runtime Client to be configured as well. For other datasources, the clients that are required are listed on the Software Environments website at:
