This machine was Syspreped and captured in a profile. When I go to boot it up now it says it is locked and can only be unloakced by the adminstrator.. how do I do this? I am the administrator??

I got the same problem. What I did is at the console, select the machine in Target Monitor, and start Admin Toolkit.
Then you can do something at the client machine side. Not too sure it is by design or not.
Thanks,
Tony

I would say that this is normal behavior. This means that there are no tasks for this system and it is waiting for the TPMfOSD Administrator to give it a job. If you want systems that have no tasks then you need to change the Idle State task template to ignore unknown. Check out the section "Handling of Unknown hosts" in the UI.
