Is it possible to implement such "start/stop datasources" functionality with the help of Cognos API in general?
How to get datasources in Cognos Server?

You can disable and enable a datasource within Cognos. This would not affect the underlying database, but would prevent it from being used in Cognos.
You can query for datasources using their search path just like other objects.

Use the search field to
find all types of content in My developerWorks with that tag.
Use the slider bar to see more or fewer tags.
Popular tags shows the top tags for this particular type of content or application that you're viewing.
My tags shows your tags for this particular type of content or application that
you're viewing.
