I want to remove an old tape drive we have connected to our iseries. Its an external drive, so I am not worried about removing the internal card. My goal is to shut off the tape drive and disconnect it from as iseries without causing any issues while its running or on startup.

I would like to be able to reattach the drive if we need to restore something for historical purposes, but for right now, it is in the way in our server room and I would like to put it in storage.

I would assume I could just vary off the tape drive, turn it off, and disconnect it. when I need it, I just reconnect it, vary it on and I am good to go. Let me know if I am wrong and if so, what steps I need to take.

Yes that is correct one. Varied off device from I5 OS , and then turn of Tape device physically, and you can remove the tape after that. to reconnect again, turn the tape drive and than varied on again. Simple as that.
