No Global Garbage Collection in 4 days, Tenured Area Full!!

The tool shows me "STATISTICS" as
Number of Scavenger Garbage Collection: 492
Number of Global Garbage Collection: 0

in a 4 days log of verboseGC

That's all?

I analyzed the used tenured graph, goes up and up (*upto 1800MB*) and finally memory leak is occurring.
Nursery Area almost always free/ empty

jvm options: -Xmx2048 -Xms1024 -Xgcpolicy:gencon
config: IBM JDK 5, AIX pSeries

What can be the reason?
Anyways GLOBAL GC should have been called. Tenured area is not being cleared! (No attempt is even made to clear tenured)
