Although the text on Keyman download page says there are two versions and recommends the InstallShield version for Windows, the two downloads: a zip and a tar zip are both versions of the same thing. The readme.txt files are in some non-standard format that doesn't open properly in Notepad. The directions for manual install require more sophistication than I, a long-time engineer and recent programmer can follow.
