The Build to Manage Toolkit has been sunset and is no longer available. See this for more details:
http://www.ibm.com/developerworks/autonomic/btmpd/

You may download the opensource TPTP agent controller from here:
http://www.eclipse.org/tptp/home/downloads/

The only difference is that it doesnt contain any of the IBM developed adapters.
