Can anyone give me a down to earth translation of exactly what this does other than allow man page?

apologies - basically within the SVC.pm file of SVCtools the use case is IBM::SVC

This file is used to create man pages on unix/linux servers. I was wondering what else it is used for or has anyone else used it?

The SVC.pm does contain the actual perl code implementing the module.
It also includes in-line documentation, used for perldoc. When you open the file in wordpad, you need to scroll down to find the actual lines of code among the docs.
