Nice work on the standard widget graphics toolkit!

I assume this is released under the Eclipse Public License.

But I also saw this IBM license in the licenses/en.html file:
"IBM grants You a limited, nonexclusive, nontransferable license to download, install, and use the Program during the evaluation period solely for internal testing and evaluation purposes and to provide feedback to IBM."

The Standard Widgets Graphics (SWG) is released under the IBM license (International License Agreement for Early Release of Programs) that you would have clicked through to download the packages and which is also included in packages as you noted - so it's not released under the Eclipse Public License (EPL). However the Eclipse Standard Widget Toolkit derivate, that forms part of the SWG, is licensed under the EPL as separately licensed code and the IBM license calls this out. This SWT derivate is formed by applying the "graphics hooks" change set to the SWT and this change set, being part of the derivate is licensed under the EPL (and there is a source-delta package). The Standard Widget Graphics includes new IBM software modules for the graphics, samples, documentation etc and these are NOT under the EPL.

So in summary the license is the IBM license with the SWT/eSWT derivatives being explicitly listed in it as separately licensed. I hope that clarifies things for you.
