I have just started setting up the Privacy Policy for my companys application site. We are Application Service Provider, so we collect data, but not own them. This is giving me an unsatisfactory policy then I use the IBM P3P Editor because there is no opt-out option for users. But if users opt-out, then they will not be able to use our application.

How should this be handled?

I hope someone has encountered this before and found a solution.

I am new to all this, but I believe that the users are supposed to understand
that if they opt out of a function, they will not be able to use that
particular function.

I think this make's more sense when there are several functions offered, and
users can pick and choose.

Whether anyone would want to opt out of the only function available on a
website when it'd be exactly the same as simply not using the website is
unclear.
