setup.exe doesn't exist

I just downloaded the p3peditor and the docs say run the setup.exe on a windows machine.
Well there is not setup.exe in the zip file.
Now what?

The program is a JAR file (Java archive) instead of an EXE. You need to have
the Java Runtime Environment (JRE) installed, and then you should be able to
double-click it and run it just like any other program. If you need the JRE,
it's available from Sun's site here:
http://java.sun.com/j2se/1.5.0/download.jsp

I don't want a Java run time on my machine, I want to use the windows setup file like your instructions said before I went through 20 pages of crap to sign up!
Is there a straight windows version or not?
It looks like every post I've read indicates you guys are really screwing up. What's the deal IBM, not treating you like they should?

Wow. 20 pages. You could have saved time reading the Requirements tab first. Java is clearly required.

I must be missing something then because there is clearly no setup.exe file. The Overview does say this though:
"Update: March 11, 2004
An executable JAR file is now available for users who are having difficulties with the installer."
Looks like they've just given up offering the setup.exe file all together, though it's a bit concerning that they haven't updated since '04. They should probably remove them mention of the installer so there isn't any confusion.
They could make it easier on all of us and scrap the .jar file and fix the installer.
