Can you clarify what you are trying to do, how you did it, and any messages that were displayed?

Is this a blade or not?

You have IVM running and are trying to upgrade to a higher level of PowerVM? i.e., you have Express and are trying to upgrade to Standard or Enterprise, or you have Standard and are trying to upgrade to Enterprise?

How are you entering the key? What screen?

Are you sure that the key is for this specific system?

After you enter the key, wait 5 minutes, then use VIOS/IVM command line and run "lsvet -t hist". It should give you information about keys entered since the last time the system was rebooted.

My question is that i am doing lpar on power 6 system using IVM. It is not a blade server, and also i am not using HMC. I am just trying to upgrade to higher level of powerVM so that i can create more than two lpars. But i give the powerVM code as the vet code which I get from IBM website http://www-912.ibm.com/pod/pod.
After I enter the vet code it is showing "The key was submitted. If the requested function is not enabled within 5 minutes, contact your service representative or approved supplier."

I also give your command "lsvet -t hist" but it shows "VIOSI01040010-0003 No results were found." . Now what will I do to activate POWERVM standard edition or enterprise edition by which i can create more than two lpars by IVM.

Most likely your key is incorrect. You should contact your support representative.

Generally, you contact your business partner or IBM sales representative. If you don't have a BP or IBM sales rep, you can call (in US): 1-866-883-8901. Or you can go here: http://www-03.ibm.com/systems/power/software/virtualization/index.html and do the chat now option.
